Queensland Building Fire Safety Regulation 2008
This course has been developed to meet the requirements of the Queensland Building Fire Safety Regulation 2008, which mandates that all high occupancy buildings must appoint a qualified Fire Safety Adviser (FSA).
The program is aligned with Australian Standard 3745: Planning for Emergencies in Facilities and Australian Standard 4083: Planning for Health Care Facilities. It applies across all industries and contexts within Queensland.
Learning Outcomes
Participants in this course will learn to:
Understand the role and responsibilities of a Fire Safety Adviser.
Interpret and apply Queensland fire safety legislation.
Identify and describe fire safety installations and equipment within a facility.
Understand maintenance schedules and record-keeping requirements.
Develop and apply risk management strategies to prevent and minimise emergencies.
Contribute to emergency planning processes within the workplace.
Conduct and evaluate evacuation exercises and fire drills.
Operate emergency protection systems and emergency control equipment.
Course Delivery
This course can be delivered and assessed:
On-site at your workplace (minimising downtime for staff).
At a training venue organised by BDA Training + Fire Safety Advisors Queensland.
Course Duration
Course durations may vary depending on class size and industry requirements. The following represent the minimum contact times:
Face-to-Face Delivery: At least 18 hours of contact time (typically 2 days).
Blended Delivery (Online + Face-to-Face Assessment): At least 8 hours of face-to-face contact time.
Entry Requirements
Participants must have the physical capacity to:
Operate emergency equipment.
Participate in evacuation exercises and practical drills.
Complete written and verbal assessment tasks.
Assessment Requirements
Assessment will include:
Written assessments: multiple-choice and short-answer questions.
Practical activities: responding to emergency scenarios, operating equipment, leading evacuation drills, and developing facility documentation.
Participants must successfully complete all components to be deemed competent.
Certification
On successful completion, participants will receive a Nationally Recognised Statement of Attainment for the following units of competency:
PUAFER001 – Identify, prevent and report potential facility emergency situations
PUAFER002 – Ensure facility emergency prevention procedures, systems and processes are implemented
PUAFER003 – Manage and monitor facility emergency procedures, equipment and other resources
PUAFER004 – Respond to facility emergencies
PUAFER005 – Operate as part of an emergency control organisation
PUAFER006 – Lead an emergency control organisation
PUAFER007 – Manage an emergency control organisation
PUAFER008 – Confine small emergencies in a facility
Licence & Regulatory Requirements
In Queensland, the requirement for Fire Safety Advisers (FSAs) to complete refresher training every three (3) years is set out under Section 34 of the Building Fire Safety Regulation 2008 (QLD):
Section 34 – Appointment of Fire Safety Advisers for High Occupancy Buildings
The occupier of a high occupancy building must appoint a person who holds a current building fire safety qualification as the Fire Safety Adviser for the building.
For the purpose of compliance, a current building fire safety qualification means a qualification issued within the last 3 years.
Key Points:
Mandatory refresher training: FSAs are required to update their qualification every 3 years to maintain compliance.
Applicability: This requirement applies specifically to high occupancy buildings as defined under Queensland legislation.
Additional refresher obligations: If you are a Fire Safety Adviser who also performs duties as a Fire Warden or Chief Warden, you must complete separate refresher training for these roles to remain current with industry standards and workplace compliance requirements.

Certificate Renewal Requirements
The units listed above currently have no formal expiry, however it is recommended that participants undertake refresher training every 3 years or in line with workplace policies.
